Who rules the world, God or Satan?

The Hebrew Bible teaches that God rules the world

The Hebrew Bible teaches that God alone rules the world, it does not suggest anywhere that Satan or anyone else rules the world. 


Psalm 22:​28 All the ends of the world shall remember and turn to the LORD; and all the families of the nations shall worship before you. ​29 For the kingdom is the LORD’s; and He is ruler over the nations.


Many people point to the book of Job to show that Satan is causing all the suffering in the world and that he has his own free will. However, Satan has to ask God for permission for everything that he does in the book of Job (Job 1:11). God has the ultimate authority. Job was being tested, the Tanakh makes it clear that the righteous are often tested. 


​Job 1:6 Now there was a day when the sons of God came to present themselves before the LORD, and Satan came also among them. ​7 And the LORD said to Satan, Where are you coming from? Then Satan answered the LORD, and said, From going to and fro in the earth, and from walking up and down in it. ​8 And the LORD said to Satan, Have you considered my servant Job, that there is none like him in the earth, a blameless and upright man, one who fears God, and turns away from evil? ​9 Then Satan answered the LORD, and said, Does Job fear God for nothing? ​10 Have not you made a hedge around him, and around his house, and around all that he has on every side? You have blessed the work of his hands, and his possessions are increased in the land. ​11 But put forth your hand now, and touch all that he has, and he will curse you to your face. ​12 And the LORD said to Satan, Behold, all that he has is in your power; only upon himself put not forth your hand. So Satan went forth from the presence of the LORD.


Others see things like natural disasters as evidence that Satan rules the world, it must be the work of the evil one they say. We now know, however, that many of these disasters such as earthquakes and hurricanes are an essential part of how our world works and are not evil. An example is that earthquakes are needed to release essential gases stored in the earth which helps the earth regulate its temperature. Though the effects of these disasters are often tragic, the planet would likely be uninhabitable without them.
